The main body of ecological compensation involves the country, society, hydropower resource development enterprises and the location of the resource itself. This article systematically studies how to formulate “market compensation policies for water resources”, “economic compensation policies for relevant stakeholders” and “ecology compensation policies for river basin ecological water”. Therefore, it is necessary to play a complementary role between the two. Market compensation and government compensation through economic compensation, and the establishment of ecological compensation policies for river basin ecological water are conducive to coordinating the interests of stakeholders across regions or river basins and continue to build important significance. Improve the eco-compensation policy among micro-subjects of water resources development, coordinate the interest relationship between the subjects, and finally achieve the goal of sustainable use of hydropower resources and environmental protection.
